Coventry HMO licensing, fees and planning research

Coventry's citywide 2025–2030 additional HMO scheme extends to smaller shared homes and some converted blocks, with sharply different licence-fee scenarios.

What the council's published material says

Coventry's replacement additional HMO scheme commenced on 4 May 2025 and the council says it is scheduled to continue until 3 May 2030 unless revoked earlier. The scheme applies to qualifying three- and four-person HMOs and specified Section 257 converted buildings, in addition to national mandatory licensing for larger shared accommodation. The council explains that certain smaller Section 257 configurations are exempt, so neither a simple bedroom count nor the phrase 'converted flats' is enough to classify a building.

Why this authority needs individual examination

Coventry's published fees illustrate why the quality and timing of an application can affect costs substantially. The council's fee page shows £944 for a qualifying five-year new licence, £937 for a standard renewal, and £2,241 for the higher-rate one-year new application where an HMO has been operating unlicensed for more than 12 weeks. Those are different eligibility categories, not a menu from which an applicant chooses whichever price suits the forecast.

Why Coventry's 2025 additional designation matters

Coventry City Council's replacement additional-licensing designation includes smaller houses with three or four occupants in at least two households and certain Section 257 HMOs created through flat conversions. It also addresses some types of purpose-built student cluster accommodation, where specific exemptions from national mandatory licensing do not settle the additional scheme. However, the city explicitly identifies exceptions for some Section 257 buildings, such as certain two-flat arrangements or structures without shared parts. Owners should read the designation and exemptions for the building rather than relying on a generic claim that every flat has the same licence duty.

The application category can change a Coventry fee dramatically

The published council schedule distinguishes higher-rate new, standard new, qualifying two- or five-year new, and renewal applications. One qualifying new five-year licence is shown at £944 while the higher-rate new one-year case for an HMO operating unlicensed for more than 12 weeks totals £2,241. This is not evidence that landlords can simply buy a five-year licence for £944. The council applies separate criteria and makes a distinction between renewal by the existing licence holder while the old licence is live and an application from a new owner. Model likely licence duration conservatively and confirm eligibility before assuming that a cheaper tariff will be awarded.

Treat a new owner as an operational reset

Coventry says HMO licences are not transferable, and a property acquired from another owner should not automatically be treated as a renewal application. The application process requires a complete submission, signed declaration and payment of the first-stage fee to become duly made. For a transaction, request previous inspection outcomes and notice correspondence, confirm the authorised manager and identify missing fire, electrical or room evidence. Allocate responsibility for making the new application and for bridging any handover period before tenants are allowed to rely on informal assurances that the old certificate 'covers the property'.

Licensing is not planning permission

Coventry HMO licensing is separate from any required planning permission. A property that qualifies for an HMO licence is not thereby granted the right to convert or enlarge its use. Particularly with former self-contained flats, obtain the conversion and building-regulation history.

To assess a proposed change of use, use the council's signed Article 4 documents and the property's full planning history; see our HMO Article 4 explanation. A postcode centre is not a property boundary.

Property situations to test before investing

Purchasing a licenced five-person Coventry house share

The existing licence is relevant evidence of the building's previous management, but a change in the licence holder is a new application rather than a routine renewal at the seller's previous rate.

Practical next step: Obtain existing licence conditions, planning records and certificates; check the correct new-applicant tariff and completion handover requirements.

Taking over a small converted block

A building of flats may be within the city's Section 257 additional designation, but the council expressly excludes certain configurations. A flat-by-flat occupancy count cannot resolve that.

Practical next step: Document conversion standard, layout, communal parts and use of each flat before asking the council to classify the building's precise licensing requirement.

Three checks for an owner or investor

  1. Establish whether a qualifying smaller shared HMO or Section 257 building is caught by the 2025–2030 designation, including the council's stated exceptions.
  2. Identify whether the correct application is new, higher-rate new or a timely renewal; model the relevant two-stage council tariff.
  3. Check existing lawful use, building conversion records, safety certificates, licence holder identity and renewal dates before acquisition or management transfer.

Coventry HMO licensing questions answered

Does Coventry require licences for HMOs with three or four people?

Its 2025–2030 additional scheme covers qualifying smaller HMOs and some Section 257 configurations. Check actual households, shared amenities and published exceptions.

Why do Coventry HMO licence prices differ so much?

The council fees depend on new-versus-renewal status, eligible duration and whether a property has operated unlicensed. The £944 and £2,241 examples are different categories.

Can the buyer renew the previous Coventry owner's HMO licence?

Coventry explains that licences are not transferable. A new owner normally makes a new application rather than using the seller's renewal category.

How this affects ongoing HMO management

Coventry owners with multiple HMOs should monitor licence lapses, named holder/manager changes, evidence for longer duration and periodic certification. Missed renewals and long unlicensed periods are commercially consequential in the council's fee structure.
