HMO compliance preparation checklist
A practical checklist for landlords preparing to buy, convert, license or manage a house in multiple occupation. Mark each research and preparation task, then print your working list.

0 tasks marked completeWhy this checklist separates licensing and planning
National mandatory HMO licensing often applies to qualifying HMOs with five or more occupiers from more than one household sharing basic amenities. Councils can also operate additional HMO and selective licensing schemes. A licence does not itself establish planning permission, and an Article 4 direction is not automatically a ban on all HMOs.
What documents might you need?
Depending on the authority and property, applications can request details of ownership, the licence holder, occupants, floor plans, room measurements, safety certificates, waste arrangements and management responsibilities. Always follow the official council checklist: this tool does not know your property's individual licence conditions.
Keep the evidence trail
Save the source URL, document date, reference number and reviewer for each conclusion. A council webpage update might represent a consultation, proposed designation, amendment or enacted requirement; these are not interchangeable. When facts are uncertain, mark them as outstanding rather than treating them as complete.
